What is an Item Upgrader in Pokemon Go?

Costs

There are some costs associated with item upgrades. The first is the cost to perform the upgrade. The cost for this upgrade can be costly and depends on the new value of the item and the number of perks it gets. It can also be costly to upgrade an item to a higher tier (such as Explorer > Champion, or Veteran > Heroic).

The second is the cost of materials required to upgrade.
