World of Warcraft - Item Upgrade

Any NPC that upgrades items can be located in the game. These NPCs can be found in major questing areas or capital cities. Players can also find item upgraders by visiting dungeons with high-level bosses, or by chatting with NPCs in their faction's garrisons.
